1. I do not know about your area exactly but I have shopped all around and find hobby lobby store prices the best. you can also check ebay. One time I bough 20 tubes for like 15 bucks!
2. I'm not sure about your budget or what you consider cheap. There are a multitude of galleries to buy paintings online but not all are quality driven.
