1. Check kijiji ebay amazon craigs list - but those are just online shops They have great oil paintings all under 40 - 60 bucks and under at The Bay, Winners, HomeSense.
2. Depends on what you are looking for. The cheapest you can get is making your own. Even 'non artistic' people can make pretty neat art stuff. All it takes is a trip to the dollar store and the guts to squirt it all on a canvas and give it a go. And no this is not sarcasm or a joke. It actually can result in very nice wall decoration.
3. Check out this site with thousands of relatively unknown but fantastic artists selling their stuff. I have both sold and purchased oil paintings here and never had a problem.
